At least four months before the date of each election to the Committee, with the exception of an election to fill a vacancy declared in accordance with article 34, the Secretary-General of the United Nations shall address a written request to the States Parties to the present Covenant to submit their candidature to the Committee within three months. The IHR (2005) is an international agreement between 194 States Parties and the World Health Organization for surveillance, reporting and response to events that may pose a threat to international public health. Each State Party shall ensure the establishment and maintenance of one or more official registers and/or registers of persons deprived of their liberty which are empowered for that purpose by any judicial or other competent authority or body empowered to do so under the law of the State Party concerned or a relevant international legal convention to which the State concerned is a party: be made available immediately.. .
